Youth Voter
Awareness Site Launches at PayAttention.org
The Advertising Council launched the “Pay Attention & Vote” campaign in July 2006 in conjunction with the Federal Voting Assistance Program (FVAP) to encourage young adults to vote in the upcoming midterm elections. Featuring multi-media public service advertisements (PSAs) and a new Web site, www.PayAttention.org, the Vote campaign is designed to educate young adults about the ease and importance of voting in the 2006 midterm elections. This target audience, 18 to 24 years old, is the largest group of non-voters in America, according to the U.S. Census Bureau. The new site is a comprehensive resource on registering and voting, offering voter registration forms; information about absentee voting, state-specific requirements and deadlines; and other pertinent information. This information is provided in an accessible and easy-to-understand format. The website will also include blogs for each of the mock candidates, instant messenger environments, downloadable ring tones and other young-adult targeted interactive technology. Ultimately, the Ad Council’s goal is to create a generation of voters and change the social norm regarding perceptions on voting and its importance. The campaign seeks to not only raise the percentage of voters, but also to awaken young Americans to the impact midterm elections will have on their daily lives, both locally and nationally. The Ad Council has a long history of working with the FVAP on Vote PSA campaigns. “Get Out The Vote” has been a program of the Ad Council since 1980. This national multi-media PSA campaign has historically been conducted during federal election years but, since March 2005, has been a continuous effort speaking to potential youth voters about the importance of voting and civic engagement in on and off-election years. It is carried out in cooperation with the military services and state and local election officials, as well as organizations such as the National Association of Secretaries of State and the International Association of Clerks, Recorders, Election Officials and Treasurers. The FVAP provides U.S. citizens
worldwide with a broad range of non-partisan information and assistance
to facilitate their participation in the democratic process -- regardless
of where they work or live. The FVAP administers the Uniformed and Overseas
Citizens Absentee Voting Act (UOCAVA). This act guarantees the right to
vote to Uniformed Services personnel and their dependents, the merchant
marine and all U.S. citizens residing outside the United States. The FVAP
also carries out the Department of Defense responsibilities under the National
Voter Registration Act, the purpose of which is to promote voter registration
and participation in the electoral process.
